PLANNING COMMISSION MEETING MINUTES
May 3, 2012
EVENDALE MUNICIPAL BUILDING

A special meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:30 PM on May 3, 2012.  Attending were EPC members Rob Adams, Chris Patterson, Natasha Cavanaugh and mark Ferguson.  Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).

Internal Business:

1.      Zoning Code Revision

Chris Patterson updated the Planning Commission on the progress of the Zoning Code Working Group in updating the Village’s Zoning Code.  The Working Group has finished its work and has passed all of its recommendations on Planning Commission.  In addition, Community Improvement Corporation has reviewed the proposed changes and offered its feedback as well.

During this meeting, Planning Commission reviewed Definitions, Zoning Districts and Map, Parking, Landscaping, Signs, Wireless Antennae, Non-Conforming Uses, Accessory Uses, Temporary Uses, Administrative Bodies, Conditional Uses, Variances and Appeals, and Amendments.

The discussion went through each chapter, the intent of the chapter, the changes that were contemplated, reasons for those changes and the scope of the changes.

There was widespread agreement over the direction of the effort, and the work product.  The following discussion points highlighted areas that were resolved during the meeting.

Section 1242 – Definitions – Figures 1 & 2 need to be updated.
Section 1260 – Figure 1258.070(a) needs graphics.
Section 1260 – There needs to be included the idea of minimum signage landscaping.
Section 1266 – Outdoor dining closing time on weekends was moved to 11 pm.

The following topics were not agreed to and were moved to next month’s agenda.

Section 1244 – Design Standards will be discussed when they are completed.
Section 1266 – The height limit on Accessory Use Structures was discussed fully.  One proposal is to limit the height at 50% of the original structure.  The other proposal is to limit the height to the original structure.  
Section 1286 – There needs to be clarification on whether the building permit expires in 90 or 60 days and the rationale for that.

Adjournment:

On a motion made and seconded, the meeting was adjourned at 8:45 PM on a 5 – 0 vote.

The next regular meeting is scheduled for Thursday, May 17, 2012 at 6:00 PM.
